This Tempus joint project application is submitted by the consortium of partners from Ukraine, Russia, UK, Italy, Poland and Greece. It consists of experienced and dynamic partners, which have the necessary knowledge and skills in the subject area and the necessary capacity to implement the project and produce the expected outcomes. The project proposal has become the result of joint work of the partners and the final project proposal reflects inputs from all of them.
The University of Newcastle upon Tyne – TEMPUS GreenCo project applicant
The University of Newcastle upon Tyne is a popular university with an excellent pedigree in research and teaching and is closely integrated into the economic, cultural and social life of the North East of England. The student population was 18,878 in 2008-09, with 4,899 staff and an annual income of more than 342m. The Centre for Software Reliability (CSR) is a research centre within the University of Newcastle upon Tyne. Research is focused on how to make computing systems more dependable. It is linked to the Informatics Research Institute and the work of the dependability group in the School of Computing Science at Newcastle University. The EPSRC has funded five new Interdisciplinary Research Collaborations. The one led by the University of Newcastle addresses the dependability of computer-based systems.
Leeds Beckett University has a lively international student community from over 120 countries. Currently, there are about 30000 students on our courses, 3,000 staff and 300,000 associate students through our network of 24 partner colleges. LBU offers a range of face-to-face as well as distance learning undergraduate and post-graduate courses across four faculties – the Faculty of Arts, Environment & Technology, Faculty of Business & Law, Carnegie Faculty, and the Faculty of Health & Social Sciences. The Mobile and Converging Technologies Research Group in the Faculty of Arts, Environment and Technology at Leeds Beckett University works in three cognate areas, all of which are relevant to this proposal: the operation and management of distributed systems; software product and process improvement methods and the environmental impacts of information technology. Members of the group have led the development and delivery of research-orientated MSc programs in Green Computing; Mobile and Distributed Computer Networks; and Software Development.
The University of Ioannina (founded in 1964) has been renowned for its excellence in teaching and in research and was ranked the 2nd most research intensive university in Greece during 2002-2007. The Laboratory of Electronics, Telecommunications and Applications (ELTEA) of the Department of Physics covers research and teaching activities including among others: Digital & analogue electronic systems, Telecommunication systems, Digital signal processing and transmission, Software radio, Beam forming, Smart antennas, Growth and electrical characterization of advanced MOS devices based on high-k materials for future memory and computer technologies. The personnel of ELTEA has a great expertise on the preparation and teaching of undergraduate and graduate courses on Electronics, Telecommunication, Computational Methods of Physics and Semiconductor Physics and Applications. It is also responsible for the Postgraduate programme in Telecommunication Applications established in September 2004.
The faculty of Management Science and Informatics, Zilinska Univerzita v Ziline (University of Zilina) was established in 1990. There are more than 3500 students which studies in bachelor, master and doctoral study programs. The Faculty is interested in control and information systems with application for management, and systems from small-sized networks, such as a firm or company, through medium-sized, such as a region, to large-sized networks.
The Institute of Information Science and Technologies, Italian National Research Council
The Institute of Information Science and Technologies (ISTI) is an institute of the Italian National Research Council (CNR). The Institute is committed to producing scientific excellence and to playing an active role in technology transfer. The domain of competence covers Information Science, related technologies and a wide range of applications. The backbone of ISTI organization is constituted by dynamic units, called Research Laboratories or Technology Centers. Research Laboratories (13) pursue a well-defined set of strongly related scientific objectives. The relevant ISTI laboratories to be involved at the project are the following: Low Energy Lab (LEB); Software and Systems Evaluation Center (SSEC), Software Engineering Laboratory (SEL); Space Flight Dynamics Laboratory (SFDL).
With 11,000 students and 2,700 academic staff, KhAI is one of the leading institutions of higher education in Ukraine for the training of specialists for the aircraft and aerospace industry in Ukraine and beyond. KhAI has branches in Mexico, Germany, Finland and China and cooperates with first rate national and foreign manufacturers of aircraft engineering: «ANTONOV», «BOEING», «AIRBUS» and participates in the international programs «ALPHA» and «SEALAUNCH». In addition, KhAI is one of the largest technical universities of Eastern Ukraine.
The Department of Computer Systems and Networks (CSN) carries out intensive research and methodical activities aimed at increasing the quality of engineering studies. The focus of research activities is on the development of methods, techniques, instrumental systems and tools for assessment, modeling, designing and expertise of dependable software, computer systems and networks for aerospace, atomic energy, medical and business-critical applications.
ONPU founded in 1918 has generated a lot engineering universities and academies of the South of Ukraine keeping the base positioning this region. 20000 of students, graduate employees, post-graduate students are trained here, the process being effected by personnel numbering 2000 lecturers, researchers and practical engineers. There are 57 academicians of NASU, more than 120 Prof. and Doctors of sciences, almost 450 senior lecturers, Ph.D.
In its structure the ONPU has the Institute of Computer Systems which contains 5 major departments, researching various aspects of computer and information technologies. Department of Computer Intellectual Systems and Networks founded in 1969 develops design and testing of FPGA-based embedded systems and their components, problems of networks reliability and productivity. Department of Information Systems develops information technologies in the area of computer science.
DonSTU is the institution, accredited on the highest in Ukraine IV level. It provides training of qualified specialists in the field of mining, metallurgical, civil and machine-design engineering as well as on automation, computers and electronics, economics and management, refresh courses for national specialists. Educational system is multi-stage.
DonSTU has 39 chairs, including 26 graduation ones. Students are trained by qualified teachers which number includes 40 Academicians, 38 Doctors of Science, 42 Professors, 230 PhD. The annual students contingent is 8 000 people. License number of students is 8213 persons.
Specialized Computer Systems Department performs the development of information and control systems of technological objects; MCU and PLD based control system; Embedded Computer Systems.
Uzhgorod National University, founded in 1945, is one of the traditional universities of Ukraine, accredited by the IV (highest) level of accreditation. Training held at the University for 97 departments at 41 specialty.
Department of Computer Systems and Networks trains specialists of Computer Engineering. Currently the department consists of doctor of sciences, professor, 9 candidates of science, docents and 10 scientists who are working on candidate dissertations.
The department pay special attention to scientific, teaching and methodological work in area of green information technologies, as Transcarpathia belongs to energy critical regions. Only 6-8 % of electricity consumed is produced in the region. Transcarpathia is a unique region of potential hydropower resources, which is one third of the total capacity of small and medium-sized rivers of the country. The perspective is using of low-lying parts of the solar energy, because the term solar lighting here is 2000 hours annually.
The scientific activity of the Institute is determined by the following directions: the study of fundamental problems of power engineering and theoretical electrical engineering; analysis and synthesis of complex electric circuits and systems, including nonlinear processes; the study of fast flowing processes in power engineering; the development of the methods of simulation and application of computer science facilities in power engineering and other branches of national economy. The high theoretical level of researches permits to occupy leading position in the field of the methods and facilities of electronic and mathematical simulation in power engineering. The Institute performs studies in the field of simulating dynamic systems on the basis of integral equations method which provides the extension of possibilities and improvement of methods and facilities of mathematical simulation.
Ministry of Education and Science of Ukraine is the central body of the government executive power performing the management in the area of education. The Ministry of Education and Science of Ukraine:
– Develops the program of the development of education, state standards;
– Participates in the determination of the state policy in the area of education, science and professional training of specialists;
– Ensures the connection with educational institutions, government authorities of other countries, with respect to issues falling within its competence;
– Makes accreditation of higher and vocational educational institutes, issues licenses and certificates to them.
The main activity relates to the preparation of bachelors, engineers, masters in the direction of automation and control in engineering systems with the use of computer technology, as well as research in the design of automated logistics systems to provide automatic execution of transport and warehouse operations using robotic systems with the survivability property. Algorithmization and programming aims at the implementation of “Green Computing”. In addition, the department of Technical Cybernetics (TC) conducts research on energy-saving technologies using methods of Adaptive position control of industrial and home objects.
Scientific research results are used in educational activities. It forms bachelors, engineers, masters competence in a productive and effective usage of information technologies with minimal influence on the environment, as well as the systems approach to innovative solutions.
NCSTU with 18 thousand students in more than 70 Bachelor, Master and Diploma courses is one of the major educational, scientific and cultural centres in North Caucasus. It promotes quality enhancement of HE and implementation of Bologna tools. It trains students of 48 nationalities from North Caucasus and 20 foreign countries. Three faculties have bilingual programmes in Russian and English.
University has advanced quality assurance system and advanced ICT infrastructure and technologies implemented into educational process of 600 institutions of the region. It is experienced in designing of a web based distance learning tools and has sufficient expertise in developing distance training programmes.
NCSTU has sustainable cooperation with academic partners from 14 countries. It is an active participant of national and global thematic networks. NCSTU Administration supports the development of Green Computing and Communications project and regards it as an important part of NCSTU strategy.
PNRPU was founded in 1953. Nowadays PNRPU has become a multifield institution of higher education. Based on the integration of small business, science and industry the complex of PNRPU has focused all the required potential on launching big innovation projects, the realization of state orders and programs. The realization of complex innovation projects is intended to develop the directions of “Aircraft propulsion engineering and gas-turbine technologies”, “Oil and gas production, mining operations, petroleum refining, gas and minerals’ processing”, “Nanoindustry”, “Urbanistics”, “Energy efficiency”. International activity involves cooperation with universities of Europe, the USA and China. The cooperation is based on academical programs for students and staff, research trainings for postgraduates, young scientists and researchers. The university cooperates with the biggest foreign companies and corporations, such as DaimlerChrysler, Cisco, Microsoft, AMD and so on.
At faculty of computer sciences and information technologies is carried out education of students (bachelors, masters) and post-graduate students on working out of information technologies. Special chairs carry out training to working out of mathematical models, methods and algorithms as decisions of problems for abstract information and computing processes, and for information and computing processes in various areas of the application: information and computing processes in complex man-machine systems; managerial processes; processes of technical diagnosing; computer safety; bank and financial processes etc. Faculty of computer sciences and information technologies functions as a part of 13 dissimilar profiles faculties of the Saratov state university, that allows to co-operate if necessary with experts of various profiles. At university work one of the best library in high school system of scientific libraries.
Problems of maintenance of safety of functioning of complex man-machine systems (CMMS), energy-saving, workings out of models and the methods of providing rational use of resources, problems of the control and diagnosing of CMMS, and also problems of definition of the reasons of defects and malfunctions, which lead to failures and accidents, concern to charter problems of IPPMCS of RAS. As a part of Institute works the skilled collective of doctors of sciences and the professors, simultaneously teaching in higher school. The basic fundamentals researches focused on creation and operation of CMMS, which concern the aviation-transport systems, networks of railways, power supply systems, etc. Declared participants of the project are developed substantive provisions, mathematical models and methods, with which use it is supposed to create and maintain CMMS with economical power supply, demanded in the future, and safety in operation.
